Congress Extends Hemp Protections in Continuing Resolution

In the early hours of November 5, 2025, lawmakers approved a Continuing Resolution that kept the federal hemp extension intact. The measure prevents a nationwide hemp ban from taking effect on November 12 and pushes the deadline for a permanent regulatory framework to December 11.

What the Continuing Resolution Means for the Hemp Sector

By preserving the extension, the resolution maintains legal access to hemp‑derived products such as CBD oils, fiber, and grain. It also safeguards thousands of jobs tied to farming, processing, retail, and ancillary services. Industry analysts note that uninterrupted market access helps avoid supply‑chain disruptions that could have affected retailers and consumers nationwide.

Advocacy Efforts That Made the Difference

Over the past several weeks, hemp supporters from every state contacted their senators, shared personal stories, and participated in grassroots outreach. The U.S. Hemp Roundtable reported a noticeable surge in constituent messages to congressional offices, reflecting the broad coalition of farmers, small‑business owners, veterans, and consumers who urged lawmakers to pursue regulation rather than prohibition.

Next Steps Toward a Federal Regulatory Framework

The extension provides lawmakers with additional time to craft a comprehensive federal rule that addresses consumer safety, youth‑access prevention, and market stability. Stakeholders anticipate further hearings, stakeholder workshops, and negotiated language in the coming weeks, with the goal of finalizing a workable rule before the December 11 deadline.
