Twenty‑four states plus Washington, DC allow adults to buy and consume marijuana recreationally, provided they are over 21. Licensed dispensaries enforce possession limits and occasional home‑cultivation rules.

California, New York and Illinois lead the liberalization. Idaho, Wyoming and Kansas maintain total bans or such restrictive limits that enforcement mimics prohibition.

Many states adopt a medical‑only model requiring a physician’s recommendation. Utah, Oklahoma and Arkansas are among those jurisdictions.

Approximately a dozen states forbid cannabis outright but permit low‑THC products such as CBD for therapeutic use. Texas, Georgia and Indiana are examples of this approach.

Virginia permits recreational use and home cultivation yet lacks a commercial market. This creates a unique regulatory gray zone across the South where partial decriminalization coexists with outright bans.

The diversity of state laws means a fan traveling from Dallas, Texas, to Los Angeles, California could face dramatically different cannabis consequences. The host city’s regulations can change the legal reality dramatically.

Federal law still classifies cannabis as a controlled substance, but states retain authority to set their own policies. Shifting political winds and the influence of figures such as Donald Trump illustrate how partisan dynamics shape the debate.

A complicated country, a complicated tournament

The United States’ federal prohibition on cannabis contrasts with the surge of state‑level liberalization, making the World Cup’s multi-country schedule a legal mosaic. Matches span the United States, Canada and Mexico, creating a patchwork regulatory environment unlike any previous edition.
