Zimbabwe Slashes Hemp and Medicinal Cannabis Fees to Spur Investment

In a move aimed at revitalising its agricultural sector and reducing dependence on tobacco, the Zimbabwean government has announced substantial cuts to registration and licensing fees for industrial hemp and medicinal cannabis. Finance Minister Mthuli Ncube disclosed the reforms during a post‑Cabinet briefing, stating that the fee reductions—approved by Cabinet—are intended to lower entry barriers for farmers and investors alike.

Details of the Fee Reductions

According to the announcement, the industrial hemp registration fee has been dropped from US $500 to US $250, while the annual farmer registration fee now stands at US $50, down from US $200. For medicinal cannabis, the Medicines Control Authority of Zimbabwe has implemented even deeper cuts:

  • Application processing fee: US $1 000 (previously US $10 000)
  • Five‑year licence fee: US $15 000 (previously US $50 000)
  • Five‑year licence renewal fee: US $7 500 (previously US $50 000)
  • Research fee: US $1 000 (previously US $5 000)
  • Inspection fee: US $400 per inspection (previously US $2 500)
  • Penalty for late submission of annual returns: US $1 500 per incident (previously US $15 000)

These adjustments represent reductions of up to 90 % across the board, a figure highlighted by Minister Ncube as a direct response to the need for a more attractive investment climate.

Economic Rationale Behind the Policy

Zimbabwe’s economy has long relied on tobacco as a primary export earner, yet global anti‑tobacco campaigns and shifting consumer preferences have pressured the sector’s long‑term viability. By encouraging farmers to pivot toward industrial hemp and medicinal cannabis, the government hopes to diversify its agricultural export base while tapping into growing international markets.

Industrial hemp offers a range of commercial applications—from fibre for textiles and biodegradable packaging to seed oil used in nutrition and cosmetics. Medicinal cannabis, meanwhile, is gaining traction worldwide for its potential in pain management, epilepsy treatment, and oncology supportive care. The World Health Organization has recognised the therapeutic value of cannabinoids, noting that regulated access can improve patient outcomes while generating economic activity.

Minister Ncube emphasized that the lowered fees are expected to reduce compliance costs, stimulate job creation in rural areas, and increase foreign direct investment. He also pointed out that the policy aligns with Zimbabwe’s broader strategy to move beyond a tobacco‑centric export model, a shift supported by recent data from the United Nations Conference on Trade and Development (UNCTAD) showing declining global demand for traditional tobacco leaf.

Industry Outlook and Next Steps

Stakeholders in the nascent hemp and cannabis sectors have welcomed the fee cuts as a catalyst for growth. Local agronomists note that Zimbabwe’s climate is well‑suited for both fibre hemp and high‑cannabinoid varieties, potentially positioning the country as a competitive supplier in regional and global markets.

To ensure the reforms translate into tangible benefits, the government plans to pair the fee reductions with technical assistance programmes, including training on good agricultural practices, quality control standards, and export compliance. Continued engagement with the Medicines Control Authority will be crucial to maintain regulatory oversight while fostering a transparent licensing environment.
