Georgia’s Expanded Medical Marijuana Law Fuels Rapid Growth in Patient Registrations

Since the reform signed by Governor Brian Kemp took effect on July 1, the state’s medical cannabis program has seen a notable influx of new participants. Data released by the Georgia Department of Public Health and reported by WXIA‑TV show that the number of registered patients rose from roughly 34,000 at the start of June to more than 41,400 by early July—a increase of nearly 22 percent.

The jump is even more pronounced when looking at the first weeks of the new rule: the program counted 36,703 active patients on July 1 and reached over 41,400 just a few weeks later, marking an approximate 13 percent rise in under a month.

What the New Legislation Changes

The “Putting Georgia’s Patients First Act,” sponsored by Senator Matt Brass (R), introduced several key modifications:

  • Added lupus to the list of qualifying conditions, joining cancer, Parkinson’s disease, multiple sclerosis, Alzheimer’s disease, ALS, autism spectrum disorder, intractable pain, and others.
  • Removed the “severe or end‑stage” requirement for many ailments, broadening eligibility.
  • Legalized vaporization of medical cannabis for patients aged 21 and older, while maintaining the prohibition on smoking.
  • Replaced the previous 5 percent THC potency cap with a possession limit of 12,000 milligrams of THC per patient at any one time.
  • Updated terminology from “low THC oil” to “medical cannabis” throughout the statute.

These adjustments aim to make treatment more accessible and flexible for patients who need rapid symptom relief.

Industry observers note that the inhalation option addresses a common complaint about slower‑acting oral formulations. Judson Hill, president of medical‑marijuana operator Fine Fettle, told WXIA‑TV that the day the law went live was “by far our busiest day,” with patients lining up an hour before opening.

“These inhalable products allow them to have that relief immediately, where an oil‑based product has to go through your digestive system, which could take 30 minutes to an hour to kick in,” Hill explained.

Projected Impact and Industry Outlook

Gary Long, CEO of Georgia‑based Botanical Sciences, recently projected that the expanded law could triple the patient base by mid‑2027 if current trends continue. His outlook reflects both the legislative changes and growing public awareness of medical cannabis as an alternative to opioids for chronic pain and other conditions.

Supporters of the measure emphasize that the reforms do not signal a move toward recreational legalization. Governor Kemp, in his signing statement, acknowledged the therapeutic value of cannabis for certain patients while reiterating his opposition to recreational use.

“These changes, while meaningful to the affected patients, do not materially alter where Georgia sits in the national landscape on this issue,” Kemp said. “I do not believe that a well‑implemented medical cannabis program must inevitably lead to the legalization of recreational use in Georgia.”

Education and Outreach Efforts

As part of the updated statute, the Georgia Access to Medical Cannabis Commission now bears responsibility for public‑awareness initiatives. The commission must produce educational materials and conduct outreach to inform patients, law‑enforcement officials, and healthcare providers about the program’s effective uses and potential benefits.

These efforts build on earlier work, such as the Blue‑Ribbon Study Committee on Georgia’s Medical Marijuana and Hemp Policies convened by House leaders last year, and ongoing legislative interest in researching the therapeutic potential of psychedelics.
